I don't know if you are referring to the Exchange POP3 Virtual Server or a third-party product, so it is difficult for me to give you an explicit answer. The most likely culprit is the antispam solution that you have running. In Microsoft Exchange, it could be the Intelligent Message Filter (IMF) or a third-party software/hardware solution.
