Not that I'm aware of. I'd recommend you use Global Address List (GAL)-based distribution lists and groups if that's what you're trying to achieve.

Yes, you can actually do this by using query based distribution groups, either by Exchange Management Console (EMC) or Exchange Management Shell (EMS).
